The Health Services Council was established based on Article Sixteen of the Health System issued by Royal Decree No. (M/11) dated 03/23/1423 AH, to be headed by the Minister of Health and with membership of:​

  • A representative of the Ministry of Health.
  • A representative of each of following: the National Guard Health Affairs, the Ministry of Defense and Aviation Health Services, the General Department of Medical Services at the Ministry of Interior, and King Faisal Specialist Hospital and Research Center. Each of these representatives was to be nominated by their parties.
  • Two deans of local health colleges to be nominated by the Minister of Higher Education.
  • Two representatives of the private sector. (Nominated by the Council of Saudi Chambers of Commerce and Industry)
  • A representative of the Saudi Commission for Health Specialties. (Nominated by the Commission )
  • A representative of the Saudi Red Crescent Authority. (Nominated by the Authority)
  • A representative of the Council of Cooperative Health Insurance. (Nominated by the Council)


In the year 1435 AH, the Honorable Council of Ministers Resolution No. 418 was issued on 10/29/1435 AH. The name of the Council will be the Saudi Health Council, headed by the Minister of Health and with membership of:​

1. Director General of the Armed Forces Medical Services.
2. Executive Director of Health Affairs, Ministry of National Guard.
3. Director General of the Department of Medical Services, Ministry of Interior.
4. A representative of the Ministry of Health.
5. A representative of the Ministry of Education.
6. A representative of the Ministry of Higher Education.
7. A representative of the Ministry of Finance.
8. A representative of the Ministry of Civil Service.
9. A representative of the Ministry of Economy and Planning.
10. General Supervisor of the General Organization of King Faisal Specialist Hospital and Research Center.
11. Executive Chairman of the Saudi Food and Drug Authority.
12. Vice President of the Saudi Red Crescent Authority.
13. One of the deans of local health colleges.
14. Secretary General of the Saudi Commission for Health Specialties.
15. Secretary General of the Council of Cooperative Health Insurance.
16. Two representatives of the private health sector.


After the esteemed Council of Ministers’ decision to merge the Ministry of Higher Education and Education into one ministry under the name “Ministry of Education,” the esteemed Council issued Resolution No. 475 dated 11/9/1436 AH regarding the representation of the Ministry of Education in the Saudi Health Council by changing the previous representatives of the Ministry of Higher Education and Education in the Council. To become representatives from the Ministry of Education and one of the deans of health colleges.​


Cabinet Resolution No. 283 dated 05/30/1440 AH was issued amending Article Sixteen of the Health System issued by Royal Decree No. (M/11) dated 03/23/1423 AH with the following text: “9- A representative of the Ministry of Labor and Social Development appointed by Minister of Labor and Social Development” and rearranging the rest of the paragraphs accordingly​


On 04/08/1440 AH, Cabinet Resolution No. 442 was issued amending Article Sixteen of the Health System issued by Royal Decree No. (M/11) dated 3/23/1423 AH with the following text: “16 - Executive Director General of the National Center for Disease Prevention "and combating it" and rearranging the rest of the paragraphs accordingly 
The order becomes as follows:


1. Director General of the Armed Forces Medical Services.
2. Executive Director of Health Affairs, Ministry of National Guard.
3. Director General of the Department of Medical Services, Ministry of Interior.
4. A representative of the Ministry of Health.
5. A representative of the Ministry of Education.
6. A representative of the Ministry of Finance.
7. A representative of the Ministry of Civil Service.
8. A representative of the Ministry of Economy and Planning.
9. A representative of the Ministry of Labor and Social Development. 
10. General Supervisor of the General Organization of King Faisal Specialist Hospital and Research Center.
